Mutual consultation [shūrā] is the Qur’ānic principle of consultative self-government. It means mutual consultation between the rulers and the ruled ones over all matters regarding their religious, social, political, economic, and cultural life. With all reservations made as to its Islamic-born philosophical framework, shûrā may to some extent be compared to Western democracy.
